Unsure whether you need a licensed bar for a private event in Dubai, well, the short answer is yes. If alcohol is part of your private event in Dubai, the rules apply just as much as they do at a hotel bar. The venue being private does not make it a free-for-all.

That surprises a lot of people. And it is where events quietly get into trouble, not from deliberate rule-breaking, but from not knowing what a licensed bar service actually means in this city.

Here is what you need to know before you book anything.

Alcohol at Private Events in Dubai Is Legal, With Conditions

Dubai does allow alcohol at private events. Non-Muslim guests aged 21 and above can drink. But it has to happen in the right setting, by the right people, sourced the right way.

The line is straightforward: licensed venue or private space, yes. Anywhere else, no. Your villa, your apartment, a private hired space, these qualify. A public park, a beach, a car park does not. And the rules apply the same way to everyone, residents and visitors alike.

What that means for your event is that the alcohol has to be sourced legally, served responsibly, and kept within the private space. Getting any of those wrong is where things unravel.

Where the Alcohol Actually Has to Come From

You cannot buy event alcohol from just anywhere. In Dubai, residents need an alcohol license to purchase alcohol from stores and transport it to private locations. The licensed retailers are MMI and African & Eastern, and that is essentially the list.

Residents need their Emirates ID to apply, and the license lasts 12 months. Tourists can be issued an on-the-spot permit, allowing them to buy and carry away alcohol for 30 days. The license is free. You do not pay a dirham to get it.

So if you are self-catering the bar, someone needs that license sorted before a single bottle moves. And from January 2025, the 30% municipality tax on alcohol is back, and prices at bars and restaurants have broadly risen as a result. Build that into your budget early.

A professional team knows the sourcing rules, manages the quantities, and runs the bar in a way that keeps the event compliant. They are not guessing at what is allowed. They have done it before, in Dubai, under these specific rules, and they take the compliance weight off you entirely.

That matters more than most hosts realise. If something goes wrong at your event, the person who organised it carries the responsibility. A proper bar team is not just a convenience. It is a layer of protection.

The 21 Rule Is Not a Guideline

Selling alcohol to anyone under 21 can result in imprisonment and heavy fines for the seller. At a private event, the person running the bar carries that responsibility, not the venue. Not the host. The person serving.

A licensed bar service trains its staff on this and manages it on the night. A friend volunteering behind a makeshift bar does not have the same accountability, or the same incentive to enforce it properly.

Ramadan and Religious Holidays Change the Rules

During Ramadan and other religious holidays, special consideration is required as alcohol consumption in public is strictly prohibited. For private events the rules shift too, and what is permitted tightens considerably during this period.

If your event falls anywhere near Ramadan, get specific advice before you finalise the bar plan. Do not assume what worked in February works in March.

Is the bar being run by people who know Dubai’s rules, or are you hoping it works out on the night?
